His role with the Batesville Tri-Lakes Medical Center was initially as director of Behavioral Health for Perspectives/Horizons Mental Health Management. Following a successful stretch in this role he was then offered the opportunity to start a behavioural health program; an opportunity to he took to with almost immediate results. Within a month he had established the center’s geri-psych unit, which subsequently grew to 22 beds and further behavioral health wards were added to the center. This incredible success led to Ray Shoemaker progressing through the ranks until he was named Chief Executive Office. During his tenure, the revenue of the center nearly tripled.

In 2007, Ray Shoemaker turned his undoubted talents to the establishment of the Rural Healthcare Developers, an organization that attempts to offer modern healthcare techniques and management to rural healthcare centers, ensuring that everybody has access to the level of healthcare that they deserve and need. Rural Healthcare Developers, under the guidance of Ray Shoemaker, acquires, manages and changes the fortunes of healthcare centers that have traditionally failed to perform as well as they could.
